摘 要:对高等教育教学质量进行监控是政府的一种公共行政管理行为,亦是政府不可放弃的责任。政府有效监控的基点在于寻找高校自主与政府控制之间的平衡,而教学质量监控的起点与最终目标则是推动高校建立自我监控的良性机制。在中国现行的“中央与省两级管理,以省为主”的高等教育管理体制下,省与国家监控之间应以法律框架为基准,实现权力之间的制约与平衡。It is not only a kind of public administration activity but also a responsibility that can not be given up for the government to monitor the teaching and learning quality of higher education. The basic point for the government' s effective monitoring exists in the search for the balance between the universities' independence and the government' s monitoting. The starting point and final purpose of teaching and learning quality monitoring is to push the universities to set up a sound strategy of self-monitoring. Under the present administration system of "both the central government and provincial government administer higher education, but mainly the provincial government", we should have restriction and balance of authority between the provincial and central government when monitoring the quality on the basis of law frame.
