摘　　要：针对某市电子警察的需要设计了车牌识别系统。本方案选用是基于小波变换的车牌定位和基于改进的 BP神经网络的字符识别。用该方法构造的车牌识别系统识别率高、识别速度快、车牌定位准确,在实际运用中取得了良好的运行效果。The Vehicle license plate recogonition system is needed in a city＇s electronic police. This project is accomplished by license plate location with wavelet and character recognition with improved BP neural network. The system has a high recognition rate, has a quick recognition speed, has a precise license plate location and has been put into practice well.
