摘　　要：从探讨公共卫生的概念和定义开始,进而探讨公共卫生伦理学的定义、内容和原则,当这些原则发生冲突时为解决这些冲突的办法进行伦理辩护的条件,以及为了保障公众健康对个人的自由、权利和利益不得不进行干预时应该考虑的若干要素。This essay begins with discussing the concept and definition of public health and goes deeper by discussing the content, definition and principle of public health ethics, the requirements to defend ethically for problem- soluing when these principles conflict with each other and some factors in consideration when it have to inferfere with individual freedom, authority and benefit for public health.
