俄罗斯中等职业教育改革发展状况及启示

摘　　要：20世纪90年代以来。俄罗斯政府针对中等职业教育存在的问题进行了一系列改革，重点是推进职业教育体系走向多元化。中职教育为此取得了较大发展。当前。俄罗斯中等职教发展仍存在一些问题，如教育阵地缩小、办学机制不适应市场需要、国家预算拨款减少、法规不完善。有鉴于此，我国政府应推进中等职教规范化，促进其体制多样化发展，并加强与职教相关的法制建设；各院校要深化教学改革，改革内部管理体制，建立以市场为导向的办学机制。Since 1990s, Russia has made some reforms on problems of secondary vocational education, especially on advancing pluralism of vocational education systems. Thus, secondary vocational education in Russia has made great development. But currently, secondary vocational education in Russia still has some problems on the school -running mechanism, national budget and legal regulations, etc. Thus, Chinese government should promote the standardization of secondary vocational education, strengthen legal construction, deepen reforms on teaching and inner management systems and set up school - running mechanisms under the guidance of market.
