开封缺乏“人才”的原因及对策

摘　　要：综合国力的竞争,归根结底是科技的竞争、创新的竞争、人才的竞争,发展高科技,必须以高质量的人才队伍为支撑。为了加快开封发展,必须抓紧制定人才发展战略和规划,构筑开放、灵活、科学的高科技人才开发体系。The competitive abilities of a nation＇s integrative national power lie, all in all, in her competitive abilities of technology, innovation and talents. And the bloom of high-tech depends upon those highly qualified talents of ours. Therefore, in order to ensure the rapid development of Kaifeng, which is to be based upon a reliable talent system, steps in making strategies and plans must be quickened, with the aim of establishing an open, flexible and scientific system of exploiting the highly qualified talents.
