“公地悲剧”与高校校办产业

摘　　要：运用“公地悲剧”和“反公地悲剧”的理论,分析了高校校办产业科技成果转化难、国有资产保值增值难和企业经济效益提高难等现象的根源,指出了校办产业改革的必要性,提出了建立以资产为纽带的新型产业管理体制、加强资产委托管理及完善学校产业投入撤出机制等校办产业改革的思路和对策。The paper analyzed the sources of difficulties of universities＇ industries in scientific achievement transfer, appreciation of state-owned assets as well as increasing of economic efficiency by the theory on public land tragedy and anti-tragedy of public land,and put out that it is possible to reform the universitys＇ industries,and worked out the reform thinks and solutions such as implementing new industry management system linked with property right, strengthening commission management and completing withdrawal mechanism of universities＇ industry input.
