摘　　要：图书馆是一种公益性的社会文化服务机构,先天带有义不容辞的信息服务社会责任,文章从社会组织的责任及责任特点出发,观察了国外某些图书馆组织对社会责任问题的研究状况,论述了图书馆因社会责任而生、图书馆的责任及其发展、内外约束增强图书馆责任意识的举措等问题,重点涉及的是改变图书馆管理者(层)责任观念上的偏差、改进图书馆评价体系、注重图书馆组织文化中责任价值观的培育、完善责任制度、建立多位一体的监督约束体系。Library is a public cultural service organization. It have duty-bound responsibility of information service for public congenitally. The paper observes the state of study on community responsibility in some overseas library organizations and discusses three sections of library responsibility. Such as the library was born and developed because of social responsibility, library social responsibility and measures of strengthen responsibility consciousness of the library
