摘 要:本文在已经建立了一个多层次科技人才合理流动评价指标体系的基础上,充分考虑评价方法的优良性、可操作性和实施费用,选定了综合指数法为科技人才合理流动评价方法,并根据评价指标的作用和数据来源,对传统综合指数模型进行了改造,对综合指数的计算方法、计算过程进行了必要的阐述;对综合指数模型中评价指标的权数,利用层次分析法构造判断矩阵来确定,并对判断矩阵一致性的检验进行了适当的研究;运用综合指数模型,进行了实例测定和分析。This text selects a comprehensive index method to evaluate the reasonability of science and technology talented people flow on the basis of established multi - layer evaluation index system of technical talents reasonable flow and considering the advantages, maneuverability and the expenses of implementation. According to the influence of evaluation index and the data source, the traditional comprehensive index model is reformed and the computation method and process of new comprehensive index method are explained. Based on layer analysis method, a discriminant matrix can be structured, and the evaluation index weight of the new comprehensive index evaluation model can be determined and the consistency check of the discriminant matrix is studied. It also apply the comprehensive index method to the empirical measurement and analysis.
