摘　　要：我国中部农村地区经济和社会发展比较滞后,对农村教育的支持有限,导致农村教育缓慢甚至艰难的状况,出现教育投入总量不足且生均投入水平偏低、学校公用经费不足、教师队伍结构性矛盾突出、教育资源配置倾斜、人均受教育年限较低等一系列问题。以湖北省为代表的中部农村地区教育的“塌陷”现象,日益成为当前农村教育需要关注的主要问题。湖北省政府认识到这一问题的严重性,采取积极有力的措施,逐渐缩小了与其他地区的差距。在中部崛起发展战略中,应当把农村教育发展列入其中,建立社会主义新农村教育的长效机制和治本之策。The economic and social development in the middle rural areas of China is comparably lagged behind, which leads to series of problems such as the limited support to the rural education, causing rural educational development slow and even difficult, the insufficient educational investment in the rural education and the low average investment level of each student, the insufficient school public funds, the structural contradiction of the teaching staff, the unbalanced disposition of educational resources is not balanced and the average number of years for education per person is comparably low and so on. The sinking of education in the middle rural areas represented by Hubei province is becoming a major issue which demands concern about the current rural education. Hubei provincial government has realized the seriousness of this issue and adopted active and strong measures so that the gap of the educational level between the areas and other areas has been narrowed. In the developing strategy of middle areas rising abruptly, rural education should be included to establish long-term effective mechanism and policy with permanent cure of socialist new rural education.
