发展职业技术教育是促进劳动力转移的有效途径

摘　　要：农村剩余劳动力能否顺利转移是影响我国经济发展的关键性因素。影响当前劳动力转移的主要因素一是农村劳动力素质较低、技能缺乏,二是户籍制度等城乡二元结构体制的制约。发展职业技术教育不仅可以培养农村劳动力的技能,而且能够回避二元结构体制的制约,是促进劳动力转移的一条有效途径。同时,发展职业教育应对农村剩余劳动力转移除需扩大规模外,还需要推进教育教学体制改革。Whether the surplus rural labor force can experience a smooth transfer is a vital factor in our country＇s economic development. A major element influencing the current labor force transfer is their lower level abilities and lack of skills. Secondly, the dual system of urban and rural areas becomes a binding force. The development of vocational education can not only cultivate rural labors＇ skill, but also avoid the restriction of dual system. Meanwhile, to cope with the rural labor transfer, the development of vacation education needs to enlarge the scale, and the systematic reform of education and teaching should also be promoted.
