陕西构建学习型社会的有利与不利因素分析

摘  要:构建学习型社会已成为当今时代的主题,陕西构建学习型社会既面临有利的条件又面临不利的因素,崇尚文化教育的传统以及丰富多样的文化资源无疑对陕西构建学习型社会是很好的铺垫,“科教兴省”、“人才强省”战略则进一步对其起到了推动和促进作用。与此同时,经济基础薄弱、文化基础设施落后、文化教育资源分布失衡等客观原因,以及人口素质较低、人们的进取心不强等主观原因,又在一定程度上会影响陕西构建学习型社会的进程。分析有利与不利因素,对于采取有效措施构建陕西学习型社会意义重大。Developing a learning society has become the theme of the new era throughout China, with no exception of Shaanxi province. However, the process of the construction has always been complex and unpredictable. This paper aimed to provide an overall theoretical basis for the government policy making by probing into both the favorable and unfavorable factors in the learning society development in Shaanxi province. Through in-depth analysis and sound reasoning, the advantages were found to lie in the tradition of ad- vocating culture and education, the abundant cultural resources, the strategies of promoting and strengthening development by science and technology, by education and talented personnel. However, the following disadvantageous factors deserve close attention in the learning society development: weak economic foundation, backward cultural facilities, unbalanced distribution of cultural and educational re sources, large proportion of uneducated population, and citizen' s low initiative in careers and social affairs.
