摘 要:我国在基本普及九年制义务教育之后,义务教育均衡发展成为基础教育发展的重要目标。义务教育均衡发展首先是一个政府问题,而政府在保障义务教育均衡发展方面,其首要和起瓶颈作用的职责是建立义务教育均衡发展所需的投入机制。各级政府可从以下六个方面改善投入行为:健全完善教育法规,保障教育经费的法定增长;完善义务教育经费转移支付制度,规范办学行为;缩小义务教育经费投入的地区差距;提倡义务教育发展的积极差别政策;提倡区域义务教育发展的横向援助政策;支持和关注处境不利的弱势学校和弱势群体等。After the nine - year compulsory education is popular in our country, the balanced development of compulsory education is the significant purpose of the basic education development. The balanced development of compulsory education is a government issue. The most significant responsibility for government is to build up the investment competition in protecting the balanced development of compulsory education. All levels of government can improve the investment behaviors from the six aspects as follows: develop and improve the educational rules in order to protect the legal increase of educational funds; improve the transfer and payment system of compulsory education in order to standard the behavior for running schools; minimize the investment distinction of compulsory education between different areas; advocate the positive distinction policy of compulsory education development; sustain and attention to the weak groups and schools in bad environment.
