坚持科学发展观 稳步推进高校后勤社会化改革

摘　　要：高校后勤社会化改革七年来,吉林师范大学大胆进行体制机制改革,积极开放后勤服务市场,广泛吸纳社会资金,不断深化内部改革。通过改革取得了一些成功经验：观念的改革是改革顺利进行的前提和保证；因地因校制宜才能保证改革取得好的效果；体系开放与规范管理相结合,才能确保改革的正确方向；正确处理好改革、发展与稳定的关系,才能保证改革健康有序推进。在此基础上,对深化后勤社会化改革进行了深入思考,认为深化高校后勤社会化改革必须坚持以科学发展观为指导；必须坚持把体制、机制建设贯彻始终,并不断完善相应的配套政策；应尊重和发挥政府的主导作用．把改革纳入法制化轨道；应不断增强高校后勤实体自身的实力。It has been seven years since the socialization reform of the rear service in colleges and universities. The reforms of system and mechanism in Jilin Normal University have been carried out boldly and opened the rear service markets actively, absorbed social funds widely and deepened the internal reform. A lot of successful experience have been achieved as follows： firstly, the reform of idea is the prerequisite and guarantee of steady reform ; secondly, corresponding to the special places and schools is the guarantee of pursuing good effects of reform; thirdly, the connection between the open system and normal administration can ensure the reform direction; finally, dealing with the relationship between reform, development and security can confirm the healthy and orderly advancement of reform. Based on these considerations, it is beheved that the socialization reform of rear service should persist in the direction of the scientific development viewpoint, carrying out system and mechanism construction thoroughly and constantly perfecting the corresponding allocated policies; esteeming and implementing the dominant roles of government, and ruling reform by legal system and strengthening the rear service entity in colleges and universities.
