论行政人责任伦理的构建

摘　　要：责任伦理是责任行政的核心要求。行政自由裁量权的客观存在、伦理规范的模糊性以及行政管理的公共性和伦理性,使行政人责任伦理建设显得日益重要。必须通过行政人格的提升、良好环境的生成以及机制的健全等,使行政人摆脱责任伦理困境,从而构筑一个行事以公益、正义为中心,内省以责任,外达于服务,和谐为实践基础的行政责任伦理。Responsibility ethics is the core for which the responsibility administration asks. The objective existence of the administrative free deciding right, the obscure nature of the moral norm and the public nature and the moral nature of the administration make the construction of the responsibility ethics more and more important. It is necessary to make the administrative personnel get rid of the difficult condition of the responsibility ethics through the administrative personality promotion, the production of good environment and the sound mechanism, so as to construct an administrative responsibility ethics with action according to public interest, taking justice as the center, duty as the self- requirement, service as the work attitude and taking harmony as the practical foundation.
