摘  要:我国国有企业经营者年薪制存在实施对象不明确、年薪结构不合理、总体水平偏低、经营者收益与责任不对称、外部条件不完善等问题,应明确年薪制的实施对象为总经理一人、完善风险收入的结构、实行风险抵押和风险基金制度、健全国有公司法人治理结构、培育国内职业经理人市场。In our country the state -owned enterprise operator's yearly salary system has some questions, such as: the target is indeterminate;yearly salary structure is unreasonable ,the system is totally on the low level ,the income and the liability of the operator is not balance and the external condition is not perfect. It should regulate the target of the yearly salary system is only one person - general manager, improve the structure of the income , implement danger mortgage and the risk fund system, perfect the corporate governance structure of government owned corporation, foster the professional manager's market of our country.
