摘　　要：针对“预防为主”是做好新时期高校安全工作的指导方针,论述了高校加强安全预防工作在确保学校安全稳定的重大意义。提出了安全防范工作重在教育,防范意识重在培养的基本内容。探索了落实“预防为主”方针应解决的问题和采取有效措施:抓目标管理落实责任;抓重点要害建章立制;抓安全防范保障安全;抓宣传教育警钟长鸣,以此逐步把高校安全防范工作推向系统化、制度化、规范化,确保高校在发展中持续稳定。Guided by the principle of preventing is the main aspect of college security, the thesis discusses the great significance of enhancing security. The emphasis for prevention is education, and the focal point for sense of precaution is training. It describes four ways of effective measures. They are paying attention to target management, taking responsible for it, setting up system for the emphasis, security precaution, propagation and education.
