素质教育新思维:学校实施两部式办学机制  

On the New Concept of“Double Unit Education Mechanism”of Schools in Quality Education

摘  要:迄今为止,我国中小学校施行的是由教务处进行笼统管理运作、以学科课程教育为核心的“单部式办学机制”。正是这种机制助长了“应试教育”不良倾向,它有利于“学科学习目标”的实现,却不利于“基础性发展目标”的培养。在社会人才观发生根本性变革和教育培养目标日益多元化的今天,“单部式办学机制”已显露出诸多不适应的态势。提出与论证学校实施“两部式办学机制”的新构想,建议学校通过实施“部门化”运作机制,设立“学科教学处”和“非学科教学处”对学校教育工作进行分部实施与管理,具有非常现实的意义。Until now, the education system of the middle and elementary schools in our country is centered on the discipline curriculum, which is managed by the school administration office. This type of "single unit education system" encourages the unhealthy "examination--oriented" tendency, which is helpful for implementation of "discipline study goal", but not good for "fundamental development target". The "single unit education system" is not suitable for current situation since we are ing through the fundamental changes towards our education system. This article proposes and proves a new concept of "double unit education mechanism", which suggests "Departmentization" operation mechanism through establishing "Curriculum Administration Office" and "Non-Curriculum Administration Office" to manage and administer the working flow in the schools.
