摘  要:1999年以来,我国一些经济比较发达而高等教育相对落后的地区在高等教育规模上实现了跨越式发展,但其高等教育整体实力仍比较薄弱,加速发展研究生教育已成为这些地区建设优质高等教育系统、提升高等教育服务区域社会经济能力的关键。因此,教育行政部门和高校应当以“分类指导、协调发展”为原则确立新的指导思想,认真处理好研究生教育发展中“大”与“强”、“面”与“点”、“学术型”与“应用型”的关系,统一思想,整合力量,合理定位,注重特色,逐步建成形式多样、结构合理、高质量、高效益的研究生教育体系。Higher education in a few economically advanced regions lagged behind their counterparts. Since 1999, these regions have achieved tremendous growth in the scale of higher education. However, the comprehensive strength of higher education in these regions is still rather weak. Accelerating postgraduate education has become a key to building a high quality higher education system and improving the capacity of higher education for servicing regional economy in these regions. Therefore, the administrative departments of higher education and the institutions of higher education should establish "differential guidance for various institutions and coordinated development" as their new guiding principles; appropriately handle the relationship between "big" and "strong", "breadth" and "depth", and "scholarship" and "application" in higher education development; unifying ideas, combing strength, adequately defining mission, and emphasizing specialties to gradually establish a postgraduate education system with diverse forms, reasonable structure, high quality and cost effectiveness.
