农产品质量安全追溯体系中的农户行为分析——以蔬菜种植户为例

摘　　要：信息透明化、责任追溯及相关的激励是矫正安全蔬菜市场失灵的重要手段。蔬菜种植户是蔬菜追溯管理的源头环节。对浙江省302户蔬菜种植户的蔬菜质量安全追溯参与意愿和行为的调查表明,总体上蔬菜种植户参与追溯制度的意愿不强,已参加追溯制度的农户比例不高,当前农产品追溯制度的建立是政府主导型。有关可追溯制度法规的不完善、政策宣传不到位及政府监督力量薄弱等因素,是农户参与农产品生产追溯制度建立的积极性和意愿不高的主要原因。另外,各种类型的产业化组织对农户参与农产品生产追溯制度建立的意愿和行为都有重要影响。The role of transparency of information and incentives of traceability systems in resolving market failure is explored in this paper. Vegetable farmers＇ intention and behavior in traceability programs are analyzed as based on questionnaire survey of vegetable farmers in Zhejiang. The results show that farmers＇ participating intention for traceability programs and perception on traceability regulations are rather low. Whether or not to set up vegetable coding systems depended largely on the farmer＇s perception on the system. At present, the traceability system is dominated by the government. Lack of regulation, policy propaganda and government supervises have caused ＂the high quality not superior price＂, which will affect farmer＇s price vegetable coding systems. The results also dustrialization have important influences on farmer＇s participating intention and participative behaviors in vegetable coding systems. At the end of this paper, management implications are forwarded to facilitate the traceability system in China. Government all, the government should should play important roles in strengthen policy propaganda governmental departments should the traceability systems. Finally establish a complete system the traceability systems. First of and training work. Secondly, of legislations and regulations on , policymakers should gradua mechanisms to encourage the private sector to participate in lly establish related incentive the traceability systems. For example, setting up special funds to support cooperative organizations in the establishment of traceability system will have diffusion effects on the farmers.
