参与社区教育是电大教育发展的重要走向  

Participating in Community Education: An Important Direction to Develop RTVU

摘　　要：本文提出了当前电大教育发展的一个重要取向,分析了广播电视大学参与社区教育的必要性和可行性,指出了广播电视大学参与社区教育的优势和发展路径,特别是依托县(区)电大建设社区教育培训学院的思路。The distance education (DE) carried out by Radio and Television University (RTVU) is mainly depending on multi media, such as printed matter, audio, video, computer and network. The community education (CE) includes the activities and processes of different learning modes in some region, facing all dwellers in community. The educational administration departments and relative practitioners are now paying attention to the need and possibility in collaboration of DE and CE, as well as how to implement their collaboration. The author sets up the common goals and tasks of DE and CE, considers that making use of RTVU's predominance in DE is the real need and current of developing CE. He also analyzes the RTVU's unique advantage to participate in CE, in aspects of system, technology, resource and management. The need and feasibility of RTVU's participation are also discussed. In fact, the RTVUs have created and accumulated the primary experience successfully to join in CE. So, the developing route for RTVU to participate in CE is provided: to construct the CE training institutes that building on the local RTVU. It is hoped that these analysis can help the RTVU system in China to take part in CE, thus to facilitate the progress of CE, and finally to favor the collaborative development of both DE and CE.
