摘  要:政府的教育公平责任是有边界或限度的,政府责任不能超越经济社会发展阶段。政府应承担的教育公平的基本责任包括:保障教育机会的均等和权利的平等;投资于基本的教育公共服务与基础设施并均衡配置教育资源,提供有质量的教育,尽可能地维护教育过程的公平;提供多样性、个性化的教育服务,从而保证差异公平;保护与扶持处境不利人群,以实现弱势补偿原则;建立以公平为导向的政策与法律环境。政府在不同教育阶段中的公平责任包括:政府是义务教育的首要责任者和最终保障者,政府是幼儿教育与高中教育的主要责任者;在高等教育、职业教育与社会教育领域,政府有责任建立政府主导下的公共教育服务多元供给体制。The educational equity responsibility of government has its boundary or limitation. Governmental responsibility can not exceed economic social development stage. The basic responsibility that government should undertake for educational equity includes the guarantee of equalization of educational opportunity and the equity of rights; investment in the basic educational public service and fundamental facilities with equilibrium deployment of educational resources to offer qualified education and maintain the equity of educational course as much as possible; offering educational service with variety and characterization so as to ensure diversity equity; protection and support for the group in difficulties so as to realize disadvantage compensation principle and establishment of equity-oriented policy and law environment. The equal responsibility of government in different educational stages includes that government is the chief party for taking responsibility and final guarantee; government is the major party for taking responsibility for children education and high school education; in the field of higher education, vocational education and social education, government is responsible to establish diversified supply system of public educational service dominated by government.
