摘　　要：大学与政府关系的探讨一直是学术界关注的问题。以大学个性与高等教育资源配置的关系为视点,从表现形式、演进历程、哲学基础三个方面入手,比较分析中外大学在两者关系上的不同。The relationship between universities and the government has always been the great concern in the academic circle. From the respect of the relationship between university characteristics and higher education resources distribution, this paper compares the differences between the two in such three aspects as manifest form, evolution course and philosophical base in Chinese and foreign universities.
