摘　　要：本文着重从教育、政府、社会和公众、认证机构等几个主要的认证利益主体的角度,分析认证的实施机制,并阐述美国教育认证制度的功能价值:规范标与推进器、代理人和缓冲阀、守门人与信息员。From the view points of education, government, society, public and accrediting agency, this paper analyzes the implementing mechanism of accreditation, expatiates the function value of educational accreditation institution of USA, which include： regulation criterion and thruster, middle agency and cushion valve, commissioner and informational agent.
