摘　　要：在深入社会调查基础上,认为咸阳市城市社区教育目前仍处于发展的初级阶段,在教育观念、管理体制、政策和法规保障、师资队伍等方面存在诸多问题。城市社区教育应按照可持续发展的指导思想,坚持开放原则、整体原则、发展原则和实际原则,采取多项保障措施,从而实现咸阳市城市社区教育发展的目标。The urban community education in Xianyang city is still in its early stages, so there are some problems in such respects as education idea ,administrative system ,guarantee of policy and law. In order to develop the urban community education in Xianyang city ,we must follow the guideline of sustainable development ,adhere to the principles of opening up,development and reality,and take several measures of guarantee.
