摘  要:中国现行外语教育制度给当今社会带来了系列严重问题。该制度产生于20多年前的特定历史时期,有其历史合理性,但已经严重不符合中国的现实情况,从社会学、法学、教育投资学以及国际比较等角度分析,都存在明显的不合理性。中国外语教育制度应遵循自愿化、专业化、基础化、区域化、激励化的系统改革构想。A series of serious problems have arisen from the current systems of foreign language education in China. Two decades ago, these systems were enacted in the background of that special historical occasion, which accounts for their historical rationality at that time; nevertheless, these systems are in critical disagreement with the current situations in China, which is especially the case that the irrationality of these systems will turn out to be more evident if analyzed from the angles of sociology, law, sociolinguistics, pedagogical investology and international comparison, etc. In this paper the authors hold that the system reform of foreign language education in China should be guided by the concept that encourages foreign language learning to be voluntary, rudimentary, specialized, regional and stimulating.
