我国公立大学权力运行制度探究

摘　　要：如果把我国所有公立大学看作是学术权力和行政权力所形成的椭圆形集合,那么不同类型、不同层次的大学就处在椭圆的不同的点上,大学内部的运行则出现或偏向于学术权力或偏向于行政权力现象。由于我国公立大学还受到来自市场、社会、政府和党的政治力量的影响,那么要进行大学制度的建设就要用第三部门的理念来指导大学制度改革,进一步扩大公立大学的办学自主权,提升大学自身市场化筹措办学资金的能力等几方面进行。If we regard all the state - owened universities and colleges in our country as an elliptical collection of academic power and administative power , different kinds of and different levels of universities and colleges are in different spots in the ellipse and the inner operation of universities and colleges may deviate either toward academic power or administrative power. Due to the fact that the state - owned uriiversities and colleges in our country are also influenced by the market , society , government and political power of the Party, universities and colleges＇ reform in institutional construction should depend on the guidance of the idea of the third department. That is,to give the state - owned universities a big say in management and promote their abilities to raise money, etc.
