摘  要:工厂区四千多万外来务工人员远离继续教育资源。谁来建设工厂区“教育基础设施”?谁来“送教上门”?谁来分担教育成本?在外来务工人员聚居区,通过当地政府与所在企业和当地其他利益相关人“协商”形成教育成本分担模式不但是合理的、现实的,而且也是易推广、可持续的。如果通过利益相关人的共同努力,使外来务工人员潜在的年教育成本分担意愿700亿得以实现,则能为培养中国高素质的基础劳动力和合格公民奠定强有力的基石。There are about 40 million migrant workers in manufacturing areas without accessing to continuing education facilities. Who will build up the required "education infrastructure" in manufacturing areas? Who can deliver education to their doors? Who can share the cost of continuing education? Our answer is a cost sharing system that the local governments initiate by encouraging the local stakeholders including companies to participate, which is not only reasonable and realistic, but also replicable and sustainable. If the migrant workers" willingness in sharing the cost to the amount of 70 billion Yuan annually can come to be true with the efforts of all the stakeholders, a solid ground will be laid for nurturing a mass basic labor force of high quality and good citizenship.
