襄樊高新区和谐发展的对策研究

摘　　要：本文介绍了襄樊高新区发展的现状,存在的问题,并提出了相应的对策建议:①对资源进行整合与重组,将襄樊高新区建成“机电科技工业园”;②创建和谐的创新体制,实现政府与市场的功能互补;③创建政策促进体系,保障襄樊高新区和谐发展的要素供给;④独立研发和技术引进相结合,加快技术创新步伐;⑤创建产业聚集战略,构建以机电产业为主导的特色高新区。This article has introduced the present development circumstance and unsolved problems of Xiangfan High and New Technology Industrial Development Zone.Further,it has proposed the following corresponding measures to solve the problems：①Transform Xiangfan High and New Technology Industrial Development Zone into ＂High-Tech Industry Incubator focusing on Mechanical and Electrical Products＂;②Develope a coordinate system to encourage creation and let of government＇s function well complement the weakness of the market; ③reate an incentive and policy system toguarantee the supply of all necessary factors the Hi -Tech Zone needed in order to sustain a coordinate development; ④ Accelerate the pace of technological creation by combining both methods of independent R＆D and bringing in technologies. （5） Develop an industry, cluster strategy and create a characteristic Hi -Tech Zone focusing on mechanical and electrical products.
