摘　　要：城市交通拥堵的表象是车与路的矛盾,但实质是规划问题,是交通发展的科学性问题。解决的良方是:以人为本发展引领城市交通创新;全面、协调发展引领城市交通创新;可持续发展引领城市交通创新。The superficiality of traffic congestion in cities is the contradiction of vehicles and roads, but the essence is the problem of plan and scientific traffic development. The key solution of traffic jams is to adopt the conception of humanistic development, comprehensive and harmonious development and sustainable development to guide the reforms of urban transport.
