摘　　要：公平优先、兼顾效率是公共高等教育投资资源配置的基本原则与核心理念。我国目前公共高等教育投资资源配置上存在的不公平现象十分突出,已经影响到我国高等教育的可持续发展与和谐社会建设。在公平理论视阈下,我国公共高等教育投资资源配置改革是一个系统工程,改革势在必行。The basic principle and core concept of the allocation of public higher education investment resources is prior to equity and giving consideration to efficiency. The distribution in public higher education investment resources nowadays is so unfair that the sustainable development of our higher education and the building of harmonious society are influenced. Under the visual threshold of the fairness theory, the reform of allocation of public higher education resources is a system project and it must be enforced.
