摘  要:大学学术人员人力资本产权天然由其个人占有的特征决定了唯有激励才能发挥其本质属性,即创造性。知识创造的个性化、学术成果的透明化和"学术市场"的外部性,使学术人员人力资本的流动性成为其必然特征。学术人才只有通过流动才能确保其本质属性即创造性得到更好发挥。那么采取怎样的吸引、选拔和筛选人才的激励机制,促进人才合理流动,保证其创造性能更好地发挥,是我国高校师资管理应关注的重要内容。The human capital's property right of university academic personnel is naturally owned by the owner personally. Therefore, it is only by incentive that it can exert its essential attribute, namely, creativity. Personality of knowledge creation, transparency of academic result, and externality of 'academic market' determine the characteristic of mobility for university academic personnel. It is by their mobility that they can safeguard their creativity to exert better. Therefore, how to attract and choose talented persons, and promote them mobile reasonably in order to safeguard their creativity to exert better is the main content of university teacher management.
