摘　　要：以户籍制度为基础的城乡二元结构和低质量、低层次农村教育积累的复杂背景,使农民工面临很多问题。农民工素质低下,教育培训困难重重,城市生活的经济社会排斥,权利意识淡薄。基于背景研究和问题的探讨,可以找到一些应对之策。从弱势关怀到强国关注,从提升人力资本和综合国力高度的关注农民工问题,应该成为解决农民工问题的战略基点;通过长线教育与短线培训,提高农民工的素质;通过制度调整从法律制度消除歧视农民工的法律政策制度,平等对待农民工;通过社会氛围的营造和相关条件的创设让农民工对城镇生活产生认同感应该成为操作方略。The complicated background of four overlapping peals in the job market, the dual structure of urban and rural areas based on the household registration system and low-quality and low-level rural education have made the migrant workers face many problems. The academic performance of the migrant workers is low, language literacy is even lower; there are different starting points in vocational skills, and they are all low; migrant workers＇education and training and lack of funds, and time is hard to guarantee. The quality of migrant workers upgraded through short-term and long-term education and training, equal treatmet of migrant workers through the legal system adjusted to eliminate discrimination against migrant workers in the legal and policies, migrant workers＇ identity to urban llfe through social atmosphere created and the creation of oonditions related should become operational strategies.
