对农村税费改革后新疆义务教育可持续保障的思考

摘　　要：本文通过对新疆南疆英吉沙县、北疆奇台县的义务教育的调查分析认为,税费改革后新疆农村义务教育还存在办学规模与效率关系不协调、南北疆义务教育程度有差异、对义务教育经费使用的监管不完善等问题,这些将对新疆农村义务教育的可持续发展与保障产生不利影响。为此,本文提出了办学规模与效率的协调观、义务教育制度的适时完善观、教育经费使用的群众参与观等,并提出了具体的对策建议。Through the investigation in compulsory education of Yingjisha county and Qitai county in Xinjiang, it is believed that the disharmony of sehoo/size and its efficiency, the school outlay discrepancy between South Xinjiang and North Xinjiang, the faultiness of superintending outlay＇ s purpose and so on will influence the sustainbh development and guarantee of the rural compulsory education in Xinjiang. So this paper advances the views that the school size and its efficiency should be kept in line, the system of compulsory education should be perfected continuously, the masses＇ fight in knowing outlay＇ using etc. FinaUy, some specific measures are put forward accordingly.
