摘　　要：我国的农村义务教育在财政政策上存在着公平性缺失现象。地方负责、分级管理的教育财政体制是导致地区差距的主要原因;城乡有别的义务教育财政政策是造成城乡差距的重要原因;长期实行的非均衡发展政策是造成校际差距的主要原因;政府间转移支付制度缺乏规范性也是导致农村义务教育财政政策公平性缺失的重要原因。新的义务教育财政政策将有力地促进农村义务教育财政政策公平性的推进。China＇s rural compulsory education lacks some fairness in the financial policy. Local responsibility and multi-level management of the educational finance system is the main leading cause of the regional difference. The compulsory education finance policy with rural and civic difference is the important leading cause of the rural and civic difference. Long-term practiced imbalanced development policy is the main resulting cause of the school-to-school difference, Lacking of inter-government money-transferring system is also an important resulting reason for the lack of rural compulsory education finance policy fairness. New compulsory education finance policy will forcibly push the fairness of the rural compulsory education finance policy forward,
