摘　　要：本文实证分析上海非学历教育培训市场的形成、现状和特点,以及法规政策和政府管理中的"瓶颈"问题,就规范和促进上海非学历教育培训市场健康有序发展,提出对策思路和可行性建议,为政府科学管理教育培训市场提供新的思路。This research paper focus on the training market report and corresponding strategies for shanghai non-academic qualification education. Though analyzing the form, current situation, the bottleneck problems in market management and the characteristics of the educational training market from a evidence-based perspective, this paper will offer some feasible suggestions for promoting and standardizing a healthy education market. A structural model of non-academic qualification education market and how to improve the government management mode are illustrated in this essay as well. Moreover, this paper tries to bring out some new ideas on scientific market management and presents a breakthrough on current management theory and practice.
