摘  要:开放教育试点项目实施八年来,我们的着眼点主要放在了新的人才模式的构建和教学模式及管理模式的运行上。在强调学生的主体性的同时,开放教育的实施者往往忽视了教师主导作用的发挥。通过对省级以下电大教师的调查得出结论,不论教育改革如何深入,教育方式和手段如何现代化,也不论各级各类电大教师的职责如何不同,在远程教育中教师的主导地位是不容置疑的。这种主导作用的发挥,一是导学,二是服务,三是自主创新。The program of experiment in open education has been carried out for eight years, we have centered on the construction of the model of talent and the one of teaching and management. While the main part of the students has been emphasized, a leading role of the teachers has been often ignored by the operators of the open education. A result is obtained investigating the teachers under provincial Radio and Television University. No matter how penetrative in the reform of education, how modern in the ways and methods of education,and no matter how different in the duties for all kinds of teachers in Radio and Television University, a leading role of the teachers in the distant education is really important which is mainly developed by firstly instructing methods;secondly giving service; thirdly bringing forth new ideas .
