摘　　要：我国的基础教育存在着教育总体投入不足、教育发展极不均衡、教育资源利用率低下、由于"就近入学"的制度导致了教育机会不均等的种种矛盾和困惑。教育凭证制度将经济领域的"用户至上"的原则引入教育界,促进学校的竞争,增加学生和家长的教育选择权,提高教育质量和教育资源的利用效率,为解决我国基础教育的体制障碍提供了新的视角。The basic education in China exists all kinds of contradictions and confusion, such as short in general educational investment, very unbalanced development of education, low utilization efficiency of educational resources, uneven education opportunities because of ＂Admission into the Nearest School ＂ system. The education voucher system introduces the principle ＂users first＂ of the economic field into the education sector, promotes schools＇ competition, increases the right of students and parents to choose education, improves the quality of education and the effective use of educational resources. It provides a new perspective on the resolution of basic education system barriers in China.
