摘　　要：随着我国社会经济和高教体制改革的深入发展,全国新建本科院校的数量不断增加。新建本科院校要想切实提高办学水平,尽快实现跨越式发展,明确发展思路、准确定位是首要任务,规范建设、深化改革、强化管理是发展的关键,培育特色、形成品牌是生存和发展的着力点。In order to improve the teaching quality and achieve a prominent development as soon as possible, to specify developing thoughts and correct orientation must be regarded as the fn＇st task; to standardize the construction, deepen reform and strengthen the management are the key of development; to cultivate the uniqueness and form advantage is crucially significant for the development the university
