摘　　要：考察师范教育免费政策的历史变迁有助于我们更好地理解该政策。清末和民国时期,师范教育免费政策曲折发展,时兴时废,具有明显的阶段性特征。考察历史可以发现:师范教育历来受到重视,师范生历来享受最优厚待遇。免费是师范教育吸引生源的重要因素,但要增强师范教育的吸引力,更需要提高教师的社会地位和物质待遇。To study the history of free teacher education policy can help us to understand the policy better. During the last years of Qing Dynasty and the Republic of China, the free teacher education policy changed as the political situations with distinct characters. Through the history of the policy, we know that normal education was emphasized and the students in normal universities were offered excellent treatments. Free of charge in normal universities is the important factor to attract students. However, it is more necessary to improve social status and material benefits of the teachers in order to strengthen the attraction of normal education.
