摘　　要：高等学校章程伴随西欧中世纪大学争取自治权而产生,是高等学校为实现依法自主管理及管理的民主化、科学化、制度化,规定其性质、宗旨和内部管理体制并得到政府批准的规范性文件。它详细规定了高等学校内部管理机构的设立,人员的组成、权力、职责,议事规则,主要管理人员的任用、权力、义务、任期,普通教职工和学生的权益保障等事项,是高等学校自主管理的根本依据。Along with the University of Western medieval created for autonomy, the statute in Colleges and Universities are legally autonomous institutions for the management and administration of democratic, scientific and institutionalized provisions of its internal management structure and normative documents approved by the government. The statute provides detailed internal management, personnel, powers, duties, rules of procedure, the appointment of key management personnel, powers, duties, tenure, the teaching and administrative staff and students of ordinary powers security matters, the statute in Colleges and Universities is the fundamental basis for the management of learning autonomy.
