摘　　要：21世纪初,所有发达国家和许多发展中国家都在大规模地实行教育信息化计划。俄罗斯联邦政府也制定了教育信息化规划,认为信息化是俄罗斯获得新的教育质量的途径,并把解决基础薄弱的农村中小学教育信息化问题作为教育发展和实现政府社会政策的优先方面考虑。几年来,在加强农村中小学信息基础设施建设、师资培训、吸引企业积极参与等方面取得了显著的成效。At the beginning of the 21st century, all the developed countries and many developing countries have been carrying out educational informationalization programs on a large scale. The Russian government has also made the plan of educational informationalization, and regarded educational informationalization as the way of achieving the new education quality, and the solving of educational informationalization of rural primary and secondary schools with poor basis as the priority of educational development and realization of government policies.
