摘　　要：政府投资项目一般都非常庞大,动辄几千万到上千亿,因此建设成本的计算和控制也就尤其繁巨,本文试图在工程项目建造过程中,引入显著性成本CSIs理论简化建造成本计算和控制工作量,适时根据已获价值理论EVM监控项目CSIs进度,并根据已完工程CSIs的ACWP、BCWP实际数据,运用GM(1,1)模型预测下一阶段拟完工程项目CSIs的ACWP、BCWP可能值,运用EVM进行分析制定预控措施进行控制,以实现建设成本预控和适时监控目的。The government-invested projects are generally enormous, which are either millions upon millions or billions upon billions, so the calculation and controlling of construction cost is very complicated and hard. This paper tries to introduce the CSIs and EVM into the construction process to simplify the calculation and control the construction situation. What is more, according to the ACWP and BCWP of the performed work, the GM （1,1） and EVM are applied in every stage to forecasting the next ACWP and BCWP of the work scheduled, by which the reasons and countermeasure are analyzed and made out to realize the beforehand control and timely supervision of construction cost.
