摘　　要：面对21世纪知识经济的挑战和国家创新能力不足的局面,20世纪90年代,日本进一步丰富和发展了"科学技术立国"战略,确立了"科学技术创造立国"发展战略,实现了发展战略的彻底转型。而其科技发展战略的演变对其研究生教育的改革与发展产生了重要的影响,因此我们有必要对其研究生教育在创新能力培养方面的做法进行探讨。Facing the challenge of knowledge economy and shortage of national creative ability in the 21st century , Japan enriches and develops the strategy of regarding science and technique as national foundation,and establishes the strategy of the creation of science and technique as the national foundation since the 1990s,thus realizes the transformation of development strategy. The transformation of scientific and technical development strategy has made great impact on the reform and development of its postgraduate education,so it is necessary for us to probe into the experiences and methods of the cultivation of creative ability in Japanese postgraduate education.
