奈曼旗沙漠化及其防治中的政策影响因子分析

摘　　要：沙漠化是在脆弱的自然条件和不合理的人类活动共同作用下形成和发展的,明确它们在沙漠化中的地位和作用是沙漠化防治的需要。前人的工作成果显示,人类活动在奈曼旗沙漠化过程中的作用比自然条件的作用更为突出,因而改变不合理的人类活动将对这个地区的沙漠化防治起至关重要的作用。本文通过对奈曼旗沙漠化过程与人类活动的关系的对比研究,明确了人类活动在沙漠化中的主导作用,在此基础上,文章进一步分析了左右人类活动的因素,结果表明:人类活动合理与否,主要受政策因子的控制。因此,政策的制定是否合理、实施是否得力成了奈曼旗沙漠化防治中最为重要的环节之一。Desertification was formed and developed by vulnerable natural conditions and unwise human activities. Human activities play more important role in the desertification than that of natural conditions. Thus, to change the unwise human activities is very important and the key function for controlling desertification in this area. The relation between the human activities and deserfification was analyzed. The results indicated the human activities were mainly controlled by the police factors. Moreover, policy making would be one of key points in preventing and controlling desertification in Naiman County area.
