摘　　要：全面质量管理(TQM)是一种在国内外企业中广泛采用的管理模式。在行政管理中采用该模式是公共管理变革研究的最新发展方向。通过剖析TQM模式的基础理念,文章研究并界定了在行政管理部门实施TQM模式的可行性及范围,并就实施的具体策略与路径进行了分析研究。Total Quality Management （TQM） is a widely used management pattern for domestic and foreign enterprises. It is the latest development administration research that adopt this pattern in public administration . Through analyzed the basis idea of TQM , this article defined the feasibility and scope that implemented this pattern in administration , analyzed and reviewed the specific strategies and paths.
