皖北地区基础教育存在的问题、成因及对策——基于对皖北6市的调查与分析

摘　　要：皖北地区中小学的学校数、在校生数及专任教师数,分别占全省中小学总数、中小学在校生总数和专任教师总数的41.60%、44.03%和42.12%。皖北地区基础教育目前存在的主要问题:教师严重缺额,整体素质不高;办学条件差,处于低水平的维持状态;义务教育经费保障机制不完善;普通高中发展滞后,初中毕业生升学率偏低;基础教育发展严重不均衡。建议成立省级皖北地区基础教育领导小组,对该区域的基础教育进行系统的综合规划和指导。The number of primary and secondary schools（including kindergarten） and the number of students and full-time teachers in these schools in northern Anhui respectively take the proportion of 41.66%, 44. 03% and 42. 12% in the above respects in Anhui Province. The major problems in the basic education in northern Anhui are as following： the serious shortage of teachers and the low overall quality among them;the poor running conditions and a low level maintainable state of them;the lagging development of senior schools and the relatively low rate of junior school graduates; the serious imbalance of basic education development. So,it is suggested that a provincial leading group should be set up in northern Anhui to give integrated planning and guidance to the basic education in this area.
