摘　　要：人们的一切活动都应该符合宪法和法律规定,一切权利或权力的行使从实体内容到一般程序,都应该遵守法律;不仅要遵守法律的现有规定,而且在现有法律缺乏规定时,还应该遵守法律的基本原则和精神。高校校规是高等学校依法行使自主管理权进行教育管理的重要依据。在我国依法治国的道路上,依法治教的精神也应当渗透到高等教育管理领域的各个方面。All people＇s activities should accord with the constitution and legal provisions, the enforcement of all rights or power is from entity＇s content to general procedure, should observe the law; should not merely observe the stipulating of the law when the existing law lacks the regulation, also observe basic principle and spirit of the law. University＇s school rule is that the institution of higher education exercises independent administrative power carries on the important basis of education management in accordance with the law. On the road of running the country according to law in our country, the spirit of managing the education in accordance with the law should permeate through all respects of managing domain of higher education too.
