摘　　要：表面上看,美国并没有全国性的课程管理,地方教育权力非常大。但实际上,联邦借助于金元、行政、立法、学术、市场等手段,通过政府的宏观控制与市场的自主调节相结合、政府管理与社会约束相结合、刚性法律与柔性文化的有机结合以及寻求集权与分权的均衡等方式,间接但却有力地掌握了课程管理的实权。There is no countrywide curriculum management in America, but in fact the Federation firmly grasps the real power of curriculum management through means such as dollar , administrative legislation, authority, market. With the increasing intervention expression to search for the balanced centralization macro-control and self regulation of the market, the flexible culture in the United States. of curriculum, the curriculum management gives and decentralization, combine of the government＇s management and social constraints, rigid legal and flexible culture in the United States.
