摘　　要：弗里德曼将职业教育排除在教育券的适用范围之外的观点值得商榷,从职业教育的性质、政府在职业教育投入中的地位和作用以及教育券理论自身的发展来看,教育券可以而且应当在职业教育中得以适用。Freadman ＇ s idea that the educational voucher cann ＇ t been applied to vocational education has many questions. From the nature of vocational education, the government ＇ s important part in educational investment and the theory of educational voucher ＇ s development. So we may take the theory that the educational voucher should been applied to vocational education.
