摘  要:素质教育是我国教育改革的主旋律,教育改革成败的关键在教师,对教师评价科学与否,关乎教师素质的提高和教师的专业发展,影响教育改革的顺利进行。当前,学校教师评价有奖惩性评价和发展性评价两种体系,这两种体系各有利弊,都不能适应当代中国基础教育的改革与发展需要。构建奖惩性与发展性相结合的教师评价机制,是中国教师评价改革的方向和出路,也是促进素质教育良性发展的重要措施。Quality - oriented education is the main theme of China's educational reform. Teachers are the key of the educational reforin. Whether the evaluation of teachers is scientific or not is related to the quality improvement and the professional development of teachers and also affects the smooth progress of educational reform. At present, there are two evaluation systems, incentive evaluation and development evaluation, in the school teacher evaluation. Both pros and cons of each system can not meet the needs of contemporary China's basic educational reform and development. To integrate incentive evaluation and development evaluation into a scientific teacher evaluation system is the direction and the way of Chinese teachers' evaluation reform, as well as the important measures to promote the sound development of the quality - oriented education.
